WMFO transfer of license?

I try to keep a eye on the applications filed with the FCC and I noticed 
something odd today with WMFO (Tufts University)....they have an 
application (BTCED-20011205AAE) to transfer control of the license from 
"former board of trustees" to "current board of trustees" that was granted 
in December of 2001.

Is this a typical sort of thing?  Seems a little silly to me...
