Networks used to (maybe they still do) require signed affadavits from their
affiliates reporting which spots cleared on the local station.

That was one of the ways that networks could be sure the spot ran in
Debuque, etc....for, in effect, this is what they promise the
advertisers...spots clearing in x # of markets, etc., etc.

I believe Bob said that the net he had gave him the programming in exchange
for running the spots...however, the affadavits were a bookkeeping pain in
the butt...so he dumped the network rather than expend man hours.
