They are not required to originate any programming locally (except EAS
alerts).  I'm not sure they are even required to be able to do so,
given the non-commercial nature of their license.

If you have reason to believe that they are actually operating
commercially -- as defined by the regulations -- then I'd suggest you
take your complaint to Vince.
