For the purposes of this analysis, the FCC pretends that UHF stations
have half the reach of VHF stations.  (Might have been true once, but
with 70% of households on cable it sure as hell isn't now.)  Also,
overlapping viewers don't count -- so, for example, Murdoch's VHF
duopoly in NYC only counts as one NYC metro's worth of households.

I actually support some sort of limit in this regard, but the way it
is currently defined is pretty clearly bogus.
