I suppose, but that same aphorism can be applied to almost anything.  "If income-tax 
cheating is outlawed, only outlaws will cheat on their income taxes."

"If abortion is outlawed, only outlaws will have abortions."

"If bribery is outlawed, only outlaws will give or accept bribes."

"If theft is outlawed, only outlaws will steal."

"If murder is outlawed, only outlaws will murder."

Duh!
