 Since a few weeks after the opening of school, they have been transmitting
dead carrier with no station ID any time I flip on 91.7 in the Andover
area.  Just to be sure, I'll set a preset on my car radio and in the
next few days check them on-the-hour.

How is WPAA breaking the law?  Can you confirm that they're not operating 
the minimum of 36 hours per week?
