How times have changed.  Back when cable companies were looking to build
in a town, they had to negotiate.  Some towns (Framingham was one of
them IIRC) actually had the temerity to demand that in exchange for the
franchise, ALL residents had to be provided with cable at the same rate.
Today, that wouldn't fly.
