You probably misheard Morgan. I just checked with him and he said he
referred to the fact that Dick Summer regularly used it on his program (in
part because of the nice WBZ tie-in), but he says he did not credit Summer
as the author.
I have never been able to verify the origin of it, but I've heard that it
was an audition piece that was started in New York (at Radio City?) in the
late-'30s or early-'40s. I've been told that announcers would be asked to
read it cold.
I've also heard it that Jerry Lewis used it on stage many, many moons ago.
Some people claimed he wrote it, but others said he appropriated it from the
above New York announcers' audition.
So I'm pretty sure Summer didn't write it, but now I want to find out who
did.
