If Jane Swift were running for re-election, she would most likely be the
first one mentioned in virtually all news stories. Maybe it has nothing to
do with the party of the president; perhaps it is incumbent on the media to
mention the incumbent's party first.

I don't recall this being covered in the AP Stylebook.
