That's the way it USED to be.  Once upon a time you got even paid (amount 
varied by market size & ratings) for carrying network programming.  That 
ended sometime in the late 80s, but you still got it free if you cleared 
the spots.  The fees were implemented over the past few years as existing 
contracts expired.

All the major networks do it now.  There may still be a few where it's 
free, but as in anything else you get what you pay for.
