There is no censorship involved here.  The government
is not taking any action to keep someone from
speaking.  When the government decides to advertise,
it can decide to spend its advertising money in the
way that the agency believes is in their best
interest.

While I see no legal or constitutional issues
involved, it is a political issues.  Citizens are free
to lobby the people overseeing the agency to not make
spending decisions based on the political bias of the
station.

There are lots of cases where local governments pull
legal ads from papers that criticize them.  With a
small local paper, such advertising can be a
significant part of their revenue.
