Sean:  No question about it -  it's never been easy, and it's tougher than it used to be.  Clusters enable a company to offer a part-timer more hours through multi-station work.  The result is often that the cluster gets better part-timers.

There are still markets where an emerging talent can get a foot in the door:  Cape Cod, Portsmouth NH, Nashua NH, Worcester, New Bedford, Bangor ME.  

Here's a suggestion:  In, say, October, contact every station in a target market such as those listed above.  Tell the PD that you're available for any and every shift over the holidays.  If you don't get a reaction, call them back on November 22nd.  Any holes to fill next weekend?  Here's my #!  If you still don't get a reaction, do it again on December 22nd, and again on the 29th.  Sooner or later someone will have an emergency and you can save the day.  The PD will not forget it.
