Those frequencies are served by translators, which under part 74 are
only required to be identified three times a day.  There's an older ID
in the Archives (from before their acquisition of WCFE-FM, now WCEL)
which includes the two translators operating at that time (W205AJ
Oneonta and W226AC Rensselaer-Troy).

Translator IDs are required at the following times (47 CFR 74.1283):

- Between 7 and 9 AM, or at sign-on if the station signs on after 9.
- Between 12:55 and 1:05 PM
- Between 4 and 6 PM

Translators are only required to be identified by the primary if they
do not identify themselves (in Morse code by keying the FM carrier).
I have only ever once heard a translator identify itself in code; that
was on a very old Seattle translator for a commercial station licensed
to Tacoma.
