There is an agreement among the major wireless carriers that `*' codes
should be reserved to two- and three-digit network and public-safety
functions (like *611 and *77), and `#' codes would be for free
services.  Services which already existed prior to this agreement are
grandfathered, and not every carrier has adopted this policy.
