Media in Massachusetts refer to Jane Swift as Acting Governor because she
is still officially the Lt. Governor so, IIRC her correct title would be
something on the order of
Lt Governor Jane Swift acting as Governor of the Commonwealth of
Massachusetts. I believe there was some talk on Beacon Hill of changing
the Constitution to allow the LT Gov to become Governor if a Governor
resigns etc and to allow for the appointment or election of a new Lt
Governor. I don't know if anything ever came of it. In PA the laws may
be different and they could allow for the Lt. Governor to become Governor
if a Governor resigns etc.
