Does the PA constitution make him governor or acting governor?

When the state legislature adjourned the joint constitutional convention alst week, in order to 
avoid taking up the anti-gay-marriages amendment, one of the other items on its agenda that 
got deep-sixed was an amendment to provide that in future, when the office of governor 
becomes vacant, the lieutenant governor would become governor, and the office of lieutenant 
governor would be filled in a manner similar to that provided for the office of vice president 
under the 25th amendment.
