Maine Public Radio.  The same programming, most of it national, on a chain of 
stations across the state.  I also don't consider a program originating from 
Bangor to be local programming in Portland.

I was not focusing on deception, but I think public stations are guilty of 
cookie cutter programs and stations autopilot.  The formats of most NPR 
affiliates across the country are strikingly similar from market to market.  
I don't see that as much different from what Clear Channel does.
