The one rub would be if some agencies prefer one rating service and others 
use another...wouldn't this put pressure on stations to subscribe to 
multiple ratings services?  Gonna be a tough climb for an Arb 
competitor...look how long Birch tried before they folded.  Is Wilhight 
still around?  They used to focus on smaller markets that Arbitron didn't 
consider worthwhile.
