I think that's the whole point of Sirius (and XM) is that of being a 
satellite service.  The repeaters are placed mostly in large cities where 
tall buildings, etc. block satellite reception.  Have any repeaters 
actually been placed in service?   I know terrestrial broadcasters were 
making quite a fuss over this issue.
