Think for a moment about the three-letter versions: COPley would be
267 and COMmonwealth 266.  In theory, they were supposed to unify
these once the switch was made to two-letter exchanges, since they are
in the same ratecenter and start with the same two digits.  (There was
a rule that different exchange names would be used for similar numbers
in different ratecenters.)
