You are incorrect. The town that I live in has its own zip code and until
recently, parts of the town were included in the zip codes (and served by
the post offices) of three neighboring towns. The Post Office in recent
years has been attempting to line up zip codes with municipal boundaries,
but that has no traditionally been the rule and may still not be the case in
some areas.
