Ditto here in NYC.  If you're calling to anyone with a 212 area code (in 
Manhattan) from a 212, you just dial the exchange + number.  However, I 
don't think you can just get away with dialing the phone number if you're 
calling someone who's phone is on your exchange.

Too bad.  It would have made things much more convenient for people.
