 I saw that post too;  but I've also been to the restaurant of the Andover Inn on the 
Phillips Academy campus, and it's completely deserted during breaks.  I find it hard to
believe somebody hangs around to do monitoring.  Someone on the radio-info board said
WMFO at Tufts has been fined in the past for this behavior.

As for "leaving the transmitter on", it was said
recently either here or on the radio-info.com board
that you could leave the transmitter on as long as you
did meter readings during that time.
