4 years is an eternity in cellular and computer technology.  a LOT has
changed in 4 years in both technologies.  One of my best friends is a cell
system tech supervisor and he says that he can nail down where someone is
within a few hundred feet within 2 or 3 minutes.  The "switch" always knows
what tower you are closest to whether you are talking on the phone or not.
Communication between an idle (but not turned off) cell phone and tower
takes place every few minutes.
