The following links may help answer the wireless phone questions.

http://www.nena9-1-1.org/  - The National Emergency Number Association - an
advocacy and lobbying agency for the 9-1-1 industry. An article here describes
the requirements of wireless carriers to be able to locate cell phones. Carriers
were supposed to have this capability by October 1, 2001, but none of them have
completely implemented it yet.

http://www.howstuffworks.com/cell-phone.htm - This link details pretty
accurately how the cell phones commuicate with the rest of the system. The
systems differ somewhat, expecially with new VoIP technologies, but all mobile
units must communicate with the MTSO at turn on and every so often thereafter in
order for the phone to work.
