1996 communications act question

OK, now i thought i understood how the '96 commo act
limited monopolies.  But, when talking to a coworker
this evening, i found out that he had a COMPLETELY
different take on the regs.  Since he does seem to be
quite knowledgable I don't want to dismiss what he was
saying as being utter rot.... Sooo....  Here goes: how
does the act limit the amount of stations in a single
market that one vorporation can own???  Thanx!!
