I'm guessing that Costa/Eagle assumes the Diocese will run it as its radio
mouthpiece, carrying church services in various languages for the
homebound, religious music, talk show, teaching/preaching programs, public
affairs and cultural programming, the Rosary, etc. just like Radio Vatican
or the FM-subcarrier station Radio Maria here in NYC (in Italian and
Spanish).
