1690 pirate?

Someone earlier mentioned the presence of a station on 1690 with a strong
signal on the north shore (of Boston).

I am hearing this station right now, on 1690. I'm in Salem, Mass. Indeed
it sounds Haitian but I'm not a language expert. Mix of Caribbean type
music with monologues by an announcer. The only thing I have been able to
understand in English was a mention of "International Network
Productions".

The signal is fairly strong and the audio quality is poor.
