I don't think a network can "order" an affiliate to do anything.

Unless they are an O&O.

(Sometimes a network can tell an affilliate what the 'consequences' will be
if they divert from the "suggested" course of action, such as in network
compensation, or the future affilliate relationship.)

In this case the Net was telling them that a "...you will be updated" and
they WOULD indeed be coverage upcoming timed/integrated into Titanic.  and
to hang in there with Titanic...and not to get antsy (mom's
word)....However, no NBC News feed came...THATS the problem.

I don't think any station would allow (or at least admit) that they were
"ordered" by NBC to do anything...that would, in effect, be
transferring/allowing control of their station to be diverted to a 3rd
party.

Semantics maybe...
