Since it's unlikely President Clinton would sign that legislation, it 
would fall to the new Congress, after the first of the year, to pass it.  
And very little gets done in Congress in January, except when the Senate 
is processing confirmation of a new president's cabinet appointments.  The 
new president doesn't take office until 20 January, so you have sometime 
in February as the most likely earliest time for the legislation to get 
through.  Provided the Democrats don't take over the House, in which case 
the committees will be re-forming and other things will be happening 
before much legislation gets done.
