Some network feeds must be early. WCAP carries one of 
the ABC news networks and normally airs the news feed on 
the hour. But sometimes the program host misses the post 
by :30 or :60 or some other variable amount of time. The 
newscast nevertheless begins at the beginning and starts 
whenever the previous segment ended. So the newscast has 
to be prerecorded and the live feed has to end before 
the TOH. I suspect that a station that wanted to air the 
feed at :55 or :56 could do so, either by airing the 
live feed or, if the live feed is sent even earlier, by 
airing recorded feed ahead of the TOH.
