They're going to be under the FCC Part 15 rules, which allows  .1 watt 
stations (observe the point before "1").   A couple of those xmtrs might do 
well on x-band.
But 1630; right next to an existing supposed Part 15-rule station on 1640 
broadcasting Haitian?     Perhaps on such low power, it would work; next to 
each other.  Wouldn't 1660, 1670, 1680 or 1690 do better?    (1700 is a 
harmonic of WEEI-850 and comes in loud n clear on car radios almost in to 
Allston!)
