Probably because they don't buy the ratings.  Arb doesn't list
non-comms in the official ratings, although NPR member stations have a
cooperative which pays Arb for an unexpurgated list, which their
sales^H^H^H^H^Hdevelopment departments uses to sell
advert^H^H^H^H^H^Hunderwriting opportunities.  I couldn't see Brian
Lamb doing that.

Um, C-SPAN is a section 501 not-for-profit corporation.  By law,
no-one can own it.
