C-SPAN radio

I just spent the weekend in Washington, where they just don't know how
to handle their snow.  But now that the airports have been dug out
from their 1/4" or whatever it was ;-)    I'm back.

One radio station I'm starting to enjoy is C-SPAN's WCSP 90.1. "C-SPAN
Radio 90" isn't just a feed of C-SPAN's cable audio.  It carries the
daily "Washington Journal" call-in show and live events, but sometimes
diverges to present its own content: for example, replays of the
Sunday network talk shows (commercial-free).    As a news junkie, I
love all that; and it would be great to listen to that in the car up 
here in Boston.   

Is it thinkable that a station could be created up here to carry the
same programming?    I'm presuming that WCSP is already being
transmitted via satellite somewhere.
