I really doubt that Ed Goldman personally had anything to do with it. It
was probably just some administrative employee, who had instructions upon
receiving the list of subscibers from Prime Time 24 (who provided the
network affiliates for DirecTV at the time), to only allow waivers for
those with zip codes outside the "grade B" area, in compliance with the
SHVA.
This is how it is handled at channel 7, the letter may go out with Mike
Carson's name, but it's really someone in the accounting dept handling it
all.
