The FCC usually allows for brief periods of "unauthorized power" if it's
in conjunction with transmitter work or other maintainance situations.  If
Bob is doing some site testing, this would be appropriate and legal.  He
won't have to worry about the FCC trucks pulling into the driveway..:)
