My 2 cents worth...
I believe the order of priority is
AM, FM, TV, LP, DT . (Though I don't think a set of calls can be -TV and -LP)
For example...
WBZ is for WBZ Radio and WBZ-TV is for WBZ-Television
However, since there is no WCVB calls for an AM or an FM, Boston's Ch5 is WCVB, NOT WCVB-TV.
Ch 7 may actually be "grandfathered" as WHDH-TV, since WHDH Radio was still active at the time the WHDH-TV calls were placed on Ch 7. I would guess that if they choose to petition the FCC, they could change their Analog TV station from WHDH-TV to WHDH.
Another example...
99.5FM is WKLB-FM becuase there is a WKLB(AM) somewhere (Kentucky?)
107.9FM is WXKS-FM becuase AM 1430 is WXKS
BUT..105.7FM is WROR because there is no AM signal with those calls
....But I could be wrong...
