87.7 FM in Portland,ME & WCSH NEWS

ON occasion during the WCSH newscasts mostly 6PM they run a short spot saying 
if storms knock your power out you can tune into "News Center" on your 
battery radio. My search on the online database using 87.7 and Maine as a 
state have come up empty. 

My questions are:
who is 87.7? 
Do they have any real power?
And do they broadcast WCSH news all the time or just during 
widespread power outages?

I cannot answer the third one as my only digital tuned radio starts at 88.1.
