This was the FCC's idea but not NAB's last I checked. The last time I looked
at the plan it allows the stations to move their digital pictures back to
their original station after 2006 whether VHF or UHF. What a nice mess.  I
think what you will even see before than is a push to allow them to keep
both. As they give up with HDTV they will push for narrower alternative
digital programing and services. I'm afraid by that instead of the FCC
getting back all of the much needed spectrum and the TV band all being equal
on UHF DTV's, that this is going to end up being just a way for TV
corporations to have doubled the amount of bandwidth they all currently have
for a variety of uses.
