that sounds like a board op was not paying attention to a "required monthly 
test".  new eas regs insist that the "RMT" be re-broadcast within 20 minutes 
of receipt or you are in violation.  if the studio tech was not looking at 
the eas monitor (possible that the little printer might be out of paper 
((paper NOT a requirement))) he/she might not know that a "RMT" was rec'd.  
the eas units (SAGE) are programmed to re-broadcast the RMT within 20 minutes 
(if the board op doesn't do it sooner/smoother).  if we're talking about a 
new board op/tech/producer with a new show/host/talent and about fifteen 
other things going on around them...  it'll happen til they get the bugs 
worked out.   btw:  i've heard it happen on "established" shows, 
music/sports/talk.  all formats.  
actually heard one go off in a similar manner... middle of a tune in South 
Carolina.  sounded awful.   it was a Tornado alert.
