I believe stations must run the test when required
(no advance warning!) and when the test is run it goes right over what
the DJ or talk host is saying without said host even being aware of it.
That's the setup at the college station I'm at (WMWM); we also have a
printout saying that we received the incoming test at such-and-such a
time.
My station was off the air for a month or so because our college (Salem
State)would not fund the EAS
system, even though we told them it was required.
After much pressure, SSC finally gave it and we
were able to go back on. The amount in question
was $2,000 I believe (major amount for a small-budget
station like ours!). I still have a copy of the letter
I sent to SSC President Nancy Harrington about the matter...
