WSBS is a Class D AM, which means that it does not have to operate at night,
but may do so within the terms of its license. As for operating at reduced
power during the daytime, if such operation goes on for more than a couple
of days, it requires special temporary authority from the FCC. Presumably,
the reason for the reduced power is a technical problem. I imagine, though,
that the FCC would grant an STA to a station that could not afford the power
bill for full-power operation and was in jeopardy of having its electric
service shut off for non-payment of its bills.
