Issue a legal ID, and then drop carrier. Reverse the procedure to
sign on.
In fact, the shortest permitted transmission is:
assert carrier
transmit legal ID
drop carrier
This comes under the ``beginning and ending of each time of
operation'' clause -- but it's surprising how many stations get it
wrong.
