Sorry to say but the technology has fallen into the hands of the those with
little regard for radietiquette or legality.

You can go to your local amateur radio store or commercial two way radio
shop and as long as you have cash, you don't need a legitimate reason to
buy a 2-way radio. Most of these are easily modified to transmit where they
don't belong.

Still it is not as bad as CB radio got in the late 1970's.
