I wonder if a lot of them *do* actually power down.  I know 1.690 from
MD seems to boom in awfully strong, regardless of any possible coastal
groundwave enhancement.
Also, the new 1.650 from IA seems rather strong, most nights (now that
VA's WPMH has finally made themselves known, this freq. shall be
interesting).
Perhaps a lot of these stations are using their 10kw day power, under
some "still testing" authorization?
