WLIB program testing

FYI:
At 6 p .m. EDT today (2/10), the GM of WLIB broadcast an announcement
that the station was beginning its authorized program testing of its
new nighttime facilities this evening. The announcement was repeated
at 6:15, which I believe may be its old signoff time for February. At
the same time, it sounded as if WOWO did not change power, at least
not at 6:15.
