Don't you get it -- the stations want to keep you listening for as long as
possible.  Going to such a method as proposed gets you tuning away sooner.
The stations don't air school closings out of some sence of benovelance,
but rather because it keeps large numbers of people listening intensly.

Sorry to sound so cynical, but it is a business and most stations will
exploit it (and you!) for all it's worth.
