Pirate or "Part 15" on 102.9?

I noticed a low power spanish station on 102.1, a couple of nights last
week, in the late evening, shutting abruptly down by 11 and 12:30.
Today, they have been on since at least 10:00 last night, simulcasting
1.360 WLYN (no IDs noted).
They are apparently within a mile or less of South Station (Boston), as
that area drowns in overload imaging from the Pru stations, and in
enclosed areas where the imaging is blocked (and the rest of the dial is
all but dead!), there is little or no loss in 102.9's signal (real weak,
like it's a Cape or Providence station).
Rather than a pirate, could this be another low power, "Part 15"
station, like the one on 1.640 in Mattapan?
