The applied-for facility is directional too, indicating WBUR wants to
become differently (less) directional than at present.

That's an application, not a granted CP.  There is a competing
application for 89.3.  These things can take years to be resolved.  This
particular situation already has.  WSMU may or may not leave 91.1.

I believe it's the 91.3 in Framingham, primarily.  The Maine station is
much newer than WBUR and would have to protect the latter's coverage, not
the other way round.
