Most certainly.  Where I work we do CHR with automation, yes we talk up
songs.  It does take a bit of getting used to, doing your breaks "dry", and
some people have an easier time with it than others, but it can and is
being done.  When someone who "gets it" is doing a shift, you can't tell
it's not live.  It helps considerably to know the music so you can adjust
your delivery accordingly...a slower pace for a ballad, faster for a dance
song, etc...imho it's the jock's responsibility to be familiar with the
music a station plays.  And there's no excuse for stepping on the vocal!
